Sale of former Rockfish Valley Elementary School approved

The Nelson County Board of Supervisors approved the sale of the former Rockfish Valley Elementary School to the Rockfish Valley Community Center for just under $17,000 at its March 9 meeting.

Nelson County Commonwealth’s Attorney Phil Payne said that he and Ralph Turpin, the attorney representing the community center, exchanged documents “for months it seemed” before reaching a sale agreement.

The 10.109-acre property and its buildings will be sold to the community center for $16,548, which is equal to the amount of money the county has invested into the center since it was formed, to be paid in equal installments during the next 10 years.

Community center members approached supervisors in September and sought to buy the property from the county for $1. Members of the community

center said they wanted to own the building so that they could petition foundations and individuals for grants for renovations for the building and the property.

Supervisors held a public hearing on Sept. 8, at which residents spoke in support of and also against the sale.

The former school and its surrounding acreage were last assessed to be worth more than $800,000.

The agreement reached by the county and community center includes terms that require that the property not be subdivided, allows the county to use the facilities for recreational and athletic purposes and allows the county to use it for free as a polling place.

The deed also requires that the property always be used as a community center, or it would revert to county ownership.

The agreement also allows the county to retain ownership of the waste collection site adjacent to the center’s grounds.
